    building: dump #ifndef USE_CAT message about cat being disabled
    
    It's printed for left/right on every connection load.  Even though
    "cat=" is rejected by addconn.
    
    More fallout from:
      building: do not abuse USE_IPTABLES or USE_NFTABLES
    per #1500 the fix is to change whack.cat to an enum yn_options
    so that pluto can differentiate between CAT being unset
    vs set on a system that doesn't support cat.
