    testing: add WIP github-1188-lost-policy for #1188
    
    - road starts
    - road sends IKE_SA_INIT with no-retries (so blocks)
    - east starts
    - east initiates and establishes
    
    the details aren't yet right
    it gets the exchanges right, but not yet the nets
