    testing: update <<ipsec down ikev2>> output
    
    - don't expect a lingering policy because the connection
      transitioned into ROUTED_ONDEMAND instead of UNROUTED
    
    - do expect updown:down to run before the state is deleted
      like for other code paths
    
    - do expect more states to be deleted and sooner
      new code is better at finding lurking states
