    ipsec whack: add --fragmentation option
    
    Match config's fragmentation=
    Also ignore keyexchange=ikev2 fragmentation=force
    Update documentation a little.  Whack's existing --ikefrag-*
    were never documented.
    
    Fix #1209

    testing: update fragmentation tests
    
    - expect keyexchange=ikev2+fragmentation=force to get a warning
    - test IKEv2 fragmentation=no on both initiator and responder
    - don't try fragmentation=force in other IKEv2 tests
