    kernel: improve CAT deletion
    
    When there's a CAT and OE, it's the CAT policy that needs to
    be replaced and not the child's selector policies.
    
    It fixes certoe-17-asymmetric-cert-nat-testing-server-crash but
    I susepct there's more to this.
