    kernel: replace bare_policy_op(DELETE) with delete_kernel_policies()
    
    Like the equivalent delete kernel state function this takes the
    minimum number of parameters needed to delete the policy.
    For instance, it doesn't need to know the list of transforms/rules
    or shunt.
