    kernel: split setup_half_ipsec_sa() into setup_half_kernel_{state,policy}() calls
    
    Note that setup_half_kernel_policy() does nothing when direction is
    outbound (presumably outbound was set up earlier).  Expect a follow-on
    commit to delete those calls.
