    ikev2: send "Opportunistic IPsec" when either end likes NULL authentication
    
    That is, when either:
    - this end want to use NULL authentication
    - this end accepts NULL authentication
    is this right?

    vendor: add emit_v2VID(pbs_out, enum known_vendorid)
    
    and call IKEv1 functions out_v1...().
    Code could do with some serious tuneup (the emit searching
    for a vendor id is linear)
