    programs/verify/verify.in: iptables is optional and use build variable
    
    remove the hard coded path of iptables. Use optional build time variable
    @IPTABLES_BINARY@ if it is set use
    shell.which(iptablesbin) or os.path.isfile(iptablesbin)
    for run time check.
