    kernel: drop tunnel-vs-transport mode to get_ipsec_spi()
    
    It's a guess, and probably wrong.  For instance:
    - responder may decline proposal for transport mode
    - responder may decline compression+tunnel where SPI is
      for transport mode; flipping it back to tunnel
    Instead assume tunnel on Linux, and "anything" on {Free,Net}BSD.
