    ikev2: on responder, use END_WIDER_THAN_(proposed)TS on templates traffic selectors
    
    i.e., when comparing the initiator's proposed traffic selectors against
    the responder's template connections, look for an END that can be narrowed
    (which is the reverse of non-template connections which can't narrow)
