    kernel: in assign_holdpass(), drop code deleting packet kernel policy
    
    - the call deletes the policy for the packet widened to address/protocol
    - that doesn't exist (except when that was inserted which
      is when the code was skipped)
    
    hopefully endith the eclipse() code
