    ikev2: scribble on the .spd list, not just the first entry
    
    Once TS is agreed, replace the .spd list with a list
    generated from the accepted selectors.
    
    Two scenarios might work:
    - permenant, because the rebuilt list is unchanged
      (provided we ignore #930 - CK_PERMENENT allowing missing SPDs)
    - instance, because the template's SPDs were used
      to insert the prospective policy, and these will
      layer above them
    also, per #935, the connection priority isn't updated by
    the negotiated TS
