    kernel: add bare_kernel_policy() to construct the bare shunt policy
    
    Fixes code like:
    -       struct kernel_policy inbound_kernel_policy = proto_kernel_policy_transport_esp;
    -       inbound_kernel_policy.host.src = c->remote->host.addr; /* inbound src<>dst */
    -       inbound_kernel_policy.host.dst = c->local->host.addr; /* inbound src<>dst */
    which is broken because the transport mode policy can't have different host and
    client address families.
    
    (why it is always transport is still a mystery)
