    kernel when orphan_holdpass() replace the oe-negotiation=HOLD and not DROP shunt
    
    During negotiation either a PASS or HOLD shunt is installed.  For the
    latter case, orphan_holdpass() was then trying to replace a DROP
    shunt, and unsurprisingly not finding it.
