    connection: add {jam,str}_connection_policies(), use
    
    - replace {str,jam}_policy(c->policy)[+NEVER_NEGOTIATE]
      this way the connection's policy bits don't need to all fit
      in lset_t policy
    - in jam_policy() drop code logging shunt policy
      code wanting to include shunt policy can use above
