    ikev2: simplify IPCOMP
    
    - drop attemt to emit IPCOMP_SUPPORTED payload using IKE SA
    - drop redundant .st_seen_use_ipcomp; just use .st_ipcomp.present
    - move send-ipcomp? test to emit_v2N...()'s caller
    - shuffle code
