    IKEv2: close whack fd when done processing CREATE_CHILD_SA
    
    For state transitions that process CREATE_CHILD_SA, enable
    SMF2_RELEASE_WHACK in the state machine entry. Otherwise,
    an ipsec auto --up command will hang when one or more of
    the aliased connections receive TS_UNACCEPTABLE.
