    programs/portexcludes: major cleanup for python 3.6 and newer
    
    There are some problems left:
    - "shell=True" on subprocess calls is insecure
    - user defined connections may not contain special keywords, like
      "foo-portexclude-bar" or "my-FAMILY-conn"
