    ikev2: instantiate the IKEv2 sec_label connection in add_v2_pending()
    
    - pexpect c->config->sec_label, acquire sec_label, and CK_TEMPLATE
    
    - drop suspect code in unpend() trying to instantiate the connection
      when calling submit_v2_CREATE_CHILD_SA_new_child() (it is using
      p->sec_label that that is probably invalid)
