    connections: pass sec_label into instantiate()
    
    If sec_label is defined, update the instance,  but if it isn't
    leave the fields alone.
    
    Yes, that's a little weird.  Code expects the template sec_label
    (from the config-file) to remain until it is explicitly updated.
