    impair: broadcast the log for drop-incoming:<message-nr> to all whacked states
    
    Hack so that the impair action, when it triggers, will appear on the
    console.
    
    (The code, in the message event handler, that checks for
    drop-incoming:N does not (cannot) have direct access to whack).
