    ip: add ip_protoport, test (attempt #2)
    
    (This time with more tests and no changes to foodgroups.c.)
    
    Reject 0/N(N!=0) in ttoprotoport().
    
    Eliminate whack_end's .has_port_wildcard.  While pluto's end needs
    this flag (it scribbles on the .port value so needs a flag to indicate
    that it was originally whild), not not whack end.
