    ikev2 msgids: don't scribble on the kill event when queueing a request
    
    Fixes bug where queueing a liveness request would stomp on an IKE SA's
    DISCARD (per connection) changing it to REPLACE with a short timeout
    (test?).
    
    The call is old.  Assume it was to triger a timeout when the
    pending exchange failed?  The retransmit code should handle that now.
