    FIPS: Do not check fips=1 in /proc, use NSS instead.
    
    In the future, the FIPS detection mechanism will change. We should only
    depend on NSS telling us if we are running in FIPS or not.
    
    Once we can remove the old FIPSCHECK / selftest and "FIPS product" support,
    most of lswfips.c code can be deleted.
