    ikev2: cleanup emit_v2_child_configuration_payload() nee ikev2_send_cp()
    
    - drop NP parameter
    
    - replace ST (PST) with connection, but note that code is passing in
      the IKE's .st_connection when it should probably pass in the child
    
    - pass CHILD so errors can log against that - this is for the CHILD SA
