    pluto: add new impair send-nonzero-reserved
    
    This impair sets the Reserved fields of the IKEv2 Proposal Substructure Payload
    to non-zero. It required some changes to our that passes along these strange
    values:
    
    - In DBG_print_struct() avoid hitting a bad_case()
    - In out_struct(), no longer hardcode writing zero's for all ft_zig values
    - In out_struct(), if the impair is not set, and ft_zig is non-zero, passert()
    - Split any sized ft_zig value of 24 into one of 16 and one of 8 to avoid
      code needing to handle casting 3 bytes into something sane.
