    iface: add iface_port .float_nat_initiator, only float IKEv2 when true
    
    For instance UDP ports 500 and 4500 can float to port 4500, but not
    UDP {left,right}ikeport and not TCP ports.
    
    Follow-up a56f5b6c1ad2b7fe65e9dbe0798476a7f7378735 which only
    stopped TCP ports floating away.
