    IKEv2: redirect: improve whack command for active redirection
    
    - changed '--redirect --gateway <ip_addr>' to '--redirect-to <ip_addr>'
    - multiple ip addresses (or FQDNs) can be now specified with --redirect-to
      (surrounded by quotes, of course). That code is reusing the code for global
      load-balancing redirection
    - add option to redirect ALL peers of the server, by not specifying connection
      name (via '--name <conn_name>')
