    testing: added certoe-18-pass-then-go-slash24 and certoe-18-pass-then-go-slash32
    
    These test the scenario where first there is an OE failure and a %pass
    shunt is installed, then the problem is resolved and OE happens. It
    tests the interaction with the OE tunnel and the shunt policy on
    shunt expire.
