    It should have used a cache key but did a DNS lookup anyway.

    road receiving a bad IKE_AUTH reply, deletes it state, but it should send
    a delete to east, which it does not do, leaving a dangling tunnel on east.

    I don't understand this test. It seems half done, as west is setup but
    not used at all.

    testing: fixup ikev1-hostpair-01   WIP due to bug
    
    Fixup NAT and don't use killall because in namespaces it kills all
    pluto's and not just the one pluto in the one container. Instead,
    suppress sending delete notifies and restart normally.
