    pluto: disable log_to_audit if kernel does not support audit
    
    This was causing issues in debian/ubuntu that now ship libaudit, but
    still a kernel without CONFIG_AUDIT.
    
    This showed up as quickly hanging on boot (when the first audit_log()
    message was attempted)
