    ikev2: for whack --rekey-..., attach the whackfd to the state being re-keyed
    
    Some gotyas:
    
    - if things go well, CHILD SA is as expected
    - for IKE SA, the FD isn't transfered to the replacemet
    - for a failing CHILD SA, STF_FATAL detaches the new child but not the old

    this way we get to watch the rekey in action; support --async
