    ikev2: improve CREATE_CHILD_SA for {new,rekey} child
    
    - add a separate state transition for rekeying a child
    
      delete code switching state midstream; uses the notify field to
      check for REKEY_SA (yet another place where the code iteratesx over
      all the notifies)
    
    - replace send_v2N_*() with the newly minted record_v2N_*()
    
    - modify STF_FAIL so that the responder expects to send the recorded
      message; and then delete the state
    
    - sprinkle IKE/CHILD sa
