    testing: update TCP tests
    
    - add ikev2-tcp-01-eof which sends short packets
    - only test rawrsa (drop X509 and PSK tests) - auth isn't a problem
    - shuffle test names

    tcp: differentiate between EAGAIN, FATAL and EOF when reading a packet
    
    When FATAL or EOF kill the tcp connection.
    
    For moment assume that EAGAIN means try-again (my kernel seems to
    also generate it when there's no more data when perhaps an
    empty read would be better).
