    testing: add/update tests for wildcard ID's
    
    This tests whether leftid/rightid=%any allows overriding the missing SAN
    and also confirms if not present to not allow a missing SAN.

    pluto: in decode_peer_id_counted() isanyid check should also apply to initiator
    
    The code is for checking of the remote side is configured as left/rightid=%any
    which applies to initiators and responders.
