    pending: log when pending is queued but only when not part of the initial IKE exchange
    
    This way only pending connections truely on hold get logged.
    
    Update tests.  For instance, when bringing up multiple connections
    using an alias. ikev2-16-alias-whack-start is weird - it puts the
    second connection on hold but then switches to it unannounced (which
    is a different bug).

      000 "westnet-eastnet-subnets/2x1": queuing pending IPsec SA negotiating with 192.1.2.23 IKE SA #1 "westnet-eastnet-subnets/2x2"
    could do with some editorializing.
