    logging: add log_pending() as a way for pending code to send messages to whack
    
    ... and then use to log when an "up" has been put into the pending
    queue (it should perhaps also detach, later).
    
    This way, when the IKE SA gets put into the background, the whack
    command trying to add a second child doesn't simply hang.
