    ikev2: cleanup process_encrypted_informational_ikev2() a little
    
    Use IKE throughout (delete code pexpecting() ST to be an IKE SA but
    then, just in case, switching ST to IKE ....).  Use dbg(). Use
    v2_msg_role().  Reduce variable scope.  Drop .._np = ...
