    ikev2: drop IKE SA INIT requests when specified by the OE connection
    
    Restore e849ad332a9ba9045034ee6912b155c4fc9f33b9's behaviour that was
    lost when find_v2_host_pair_connection() was moved to before the state
    machine.
    
    One quirk of both this and the original code is that even though any
    search (RSA, ECDSA, ...) can return "don't respond" they are all
    ignored (but logged, oops) and only the final OE search's result
    applies.  Confusing.
