    ikev2: inline need_this_initiator() into ikev2_parent_inR1outI2() and retransmit_v2_msg()
    
    For ikev2_parent_inR1outI2(); simplify; fix log message; return STF_FATAL
    (which does release pending whacks ...); and add more notes.
    
    (The totally confusing STF_DROP is dead)
