    testing: sanitize any port >= 30000 as EPHEMERAL
    
    Strictly speaking (aka Linux) it is >=32762 and more strictly speaking
    (aka IANA, Windows, BSD, ...) it is >49152 but this is good enough.
    
    Follow-up 1e8fc1c7b81b2d14a507b6b63d9555bcffb5998a which sanitized
    ports it shouldn't.  For instance SNAT ports should be handled
    by the test.
