    testing: update ikev2-ddns-01 and ikev2-ddns-02
    
    These test cases depended on the bogus behaviour that DDNS updates
    would initiate a connection. The tests are modified to no longer
    expect this, for which they need to be run with auto=start now.
    
    ikev2-ddns-03 tests the auto=add case does not initiate.

    pluto: update connection_check_ddns1()
    
    - Check for POLICY_UP before initiating_a_connection() if the DNS was updated.
    - Add documentation on shortcomings of this function
    - Re-order some checks, increasing the change we never need to find a state
    
    This code does not take into account template connections that can initiate,
    such as those with narrowing=yes. That is a bug that needs to be addressed.
