    setup: namespace based ipsec stop should call ip xfrm flush state
    
    Because pluto does not remove the larval xfrm state, the acquire
    after a restart is prevented from reaching pluto. This causes
    some tests that run ipsec stop and ipsec start to fail (such as
    newoe-08-restart)
    
    Also print a line Redirecting to: to match up other init systems
    in the call in ipsec stop

    testing: swan-prep: ensure chronyd and ssd are not running
    
    This is to prevent stray packets from causing our ipsec packet
    counters to be more than expected.
