    libipsecconf: don't throw an error for not finding a wildcarded include
    
    People were running "ipsec status" when pluto was not even running, and
    with no *.conf files in /etc/ipsec.d/ and libreswan would throw an error
    
    	could not open include wildcard filename(s): '/etc/ipsec.d/*.conf'
