    ikev2: collect all the message/crypto/fragment code up into ikev2_message.[hc]
    
    The only exports are open_v2_message(), open_v2SK_payload(),
    close_v2SK_payload(), encrypt_v2SK_payload(),
    record_outbound_v2SK_msg(), build_ikev2_critical(),
    ikev2_decrypt_msg().
