    testing: expect notification errors in auth packets to fail
    
    This updates a bunch of tests.
    
    Note that in some cases it is matching NO_PROPOSAL_CHOSEN when
    I suspect it should be expecting TS_UNACCEPTABLE (but that's not
    what pluto returns).
