    pluto: fix remove_metachar
    
    - rename it to clean_xauth_username because that's what it does
    
    - remove it from id.[hc] since it has nothing to do with ids
    
    - make it local to kernel.c, the only user
    
    - count truncation of the username as a change.
    
    - correct comments to describe actual behaviour
