    kernel: make esp_ealg[] and esp_aalg[] static
    
    Instead use next_kernel_{encrypt,integ}_alg() iterators.
    
    While not ideal - it returns a PFKEY centric struct sadb_alg -
    it does at least hide the implementation details.
