    testing: fedora28.ks expand rc.local to workaround selinux
    
    selinux Enforcing prohibits running swan-transmogrify in rc.local
    Though, it eems to work after the first time.
    This work around is a temp change to Permissive inside rc.local
    and restore original SELinux state at the end of rc.local.
